Drawing a line with fire retardant.
Fire retardant drops can serve in several ways, the obvious being direct salvos on the fire to knock it down. In this drop they were stringing out lines of retardant to act as a fire break for a backfire they were about to set. Unfortunately, the wind changed in nearly the worst way possible soon after they established the burn. It wasn't long before these planes were fighting to save town. The aircraft appears to be a DC-4, -6, or -7.
